IPTS publishes the first update of DIGCOMP

He IPTS (Institute for Technological Prospective) has updated the European framework for the development and understanding of digital competences (DIGCOMP). DIGCOMP establishes 21 digital competencies, each with 3 levels (beginner, intermediate and advanced) and grouped into five areas (Information, Communication, Content Creation, Security and Problem Solving). The new version maintains the 21 digital competencies with 3 levels each and grouped into five areas, but has incorporated nuances in some areas and competencies.

 

The new version of DIGCOMP adds the adjective digital in those skills that dealt with technologies and content, now specifying the concepts in digital technologies and digital content. In those competencies where skills, knowledge and aptitudes related to information were developed, data processing and digital content have been added. In the new framework we can find a comparative table between the areas and competencies of version 1.0 and 2.0 (page 12).

 

The descriptors for some skills have also been improved. A necessary update especially in some competencies such as Programming that were very difficult to accredit and evaluate as they were defined in an incomprehensible way.

 

The conceptual review of this framework includes an analysis of their use of DIGCOMP the program Guadalinfo (Andalusia), the project Ikanos (Basque Country), the Digital Society and Economy Index (in English Digital Economy & Society Index, DESI) and Europass.

 

This update only corresponds to the first phase of updates that will be carried out on DIGCOMP, with the aim of improving and facilitating its implementation in the training and accreditation of digital skills. This accreditation will favor the mobility of workers throughout the European territory and will optimize the selection processes of public and private organizations.
